Sarah Crowther has been appointed Executive Chairman of Commissioning Support for London.
 
A&E four hour target across London
Performance remains on track to deliver the operational standard, with the year to date position at 98.4%. Performance in nine out of the eleven previous weeks was just below the 98% operational standard, due to the snow and ice.
 
Flu
Flu activity across London has in the main decreased steadily since the middle of November.
 
Ambulance Service
NHS London is confident that the London Ambulance Service will deliver Category A standard for 2009 /10 – but it will fail to achieve Category B standard;   the revised trajectory is currently being reviewed to test whether overall performance of 89% is still achievable by year end.
 
Health Care Acquired Infections
London is performing well against both MRSA and clostridium difficile targets and continues on track to deliver better results than planned. At the end of December, only one trust (RNOH) had reached (but not breached) the YTD ceiling for MRSA - but that organisation had a target of one, and has had one case of MRSA. All trusts are now below the target for c. difficile infections.
 
Access to Dental Services
London has a dental access gap of approximately 50,000 patients. The SHA is working closely with the PCTs reporting gaps of more than 1% of their demand estimates.
 
Primary Care Access
GP patient survey for Q1 and Q2 indicates that nine PCTs would have achieved this indicator, nine would have underachieved it, and 13 would have failed it.
 
Same Sex Accommodation
All schemes funded through the Privacy and Dignity Fund are now complete, with visits to view the completed work continuing. All trust boards will be required by March 2010 to publicly declare their compliance with the guidance on the achievement of virtual elimination of mixed sex accommodation.
 
Teenage Pregnancy
London continues to be adrift on this annual target
 
Performance Assessment
Hillingdon Hospital has been moved from “Performing” to “Performance Under Review” and North West London Hospitals has moved from “Performance Under Review” to “Under Performing”. Reasons for poor performance are largely due to User Experience scores and Financial Performance.
 
Finances at month 8
The overall forecast outturn is £361.3m, £5.6 worse than plan. The key issue is over-performance on acute contracts and underachievement of cost improvement plans. Three PCTs forecast a deficit position – Barnet, Enfield and Havering. Seven PCTs have significant risk for full year results, including Harrow and Hillingdon.
 
Challenged Trust Board
All challenged Trusts must undergo a two-stage assessment process. Funding is usually allocated only after successful completion of both stages. NHS Hillingdon (£19m debt) has passed Level 1, and Level 2 in principle pending submission and approval of a range of plans. Four Trusts, including North West London Hospitals NHS Trust, have not yet passed level 1 – these Trusts are in discussion with their Sector Leads and NHS London on how they may fit into the wider provider landscape in future. Once an agreed strategic proposal is drawn up for each individually, they will each be referred back for CTB assessment at Level 1. Assessment processes are likely to continue throughout 2010.
